Groves intends to appeal at the next Quarter Sessions against the refusal by the Justices to grant him a licence to sell excisable liquors to be drunk on his premises. His premises has stabling for 14 horses and is situated in the middle of the cattle fair, and the refusal of the Justices to grant him a licence was unfair
